Blog#10 : Tackling BC's Childcare Crisis: Facilitating Access Through Strategic Rezoning

Childcare has been a problem in BC right now, and efforts have been made to counter these challenges, such as dropping the price of childcare services to $10 a day and childcare fee reduction initiative. However, this isn’t enough; there are still many families who aren’t able to access childcare in their area due to limited childcare facilities.

Given the shortage of childcare facilities, this situation has become really challenging for some families. In fact, some are so desperate that they're even requesting to use unused public schools to be converted into childcare facilities.

Zoning Hurdles

However, we can’t say for sure if this is possible due to zoning hurdles. One of the main concerns for developers of childcare facilities is the possibility of permits being declined due to strict zoning regulations for this type of facility. These regulations often dictate specific requirements for childcare centers, such as proximity to parks or schools, parking availability, and building size, which can pose challenges for developers seeking to establish new facilities.

Among the cities in BC, Vancouver addressed this concern back on November 23, 2023, in a committee meeting. They proposed a simpler application process, lower upfront fees, an increase in the number of allowable children, prioritization of application permits, removal of onsite parking requirements, and lastly, relaxation of zoning.

Cities Update

As an architectural firm specializing in childcare facilities, we have reached out to various cities to inquire about their plans specifically regarding the zoning where childcare facilities are allowed. We are interested in understanding any updates, proposed changes, or considerations related to zoning regulations that may impact the development or expansion of childcare facilities within these cities.

This is good news for everyone! As childcare facilities become more achievable for those planning to develop them, we hope that this can be one of the solutions to address the increasing demand for childcare facilities. With more accessible options for childcare development, families and communities can benefit from improved access to quality childcare services, supporting working parents and promoting early childhood development.
